feat(libSceTextToSpeech2): return EOPNOTSUPP from remaining speech exports
...
Titles that call Open/Speak after a failed initialize should get the same unavailable-engine error instead of a throw.

sceTextToSpeech2Initialize fails so titles skip narration; the other imported exports throw.
