Accept every creation rate listed by the public decoder research in
libSceOpusDec and libSceOpusCeltDec, resampling FFmpeg's 48 kHz output.

Achraf ReyaniandClaude Opus 5.5 373670294e fix(opus): export the libSceOpusCeltDec module 
ProsperoRadio (PPSA99001) imports six sceOpusCeltDec functions from
libSceOpusCeltDec and fails to load because no such module exists. It
opens this decoder only as a fallback when libSceOpusDec reports a
retryable error for a CELT packet, which libSceOpusDec here never
returns, so the module is exported without an implementation and each
function throws if it is called, as for sceSaveDataCancel.
