Sanjaysrinivas 140c46093c fix(shader): guard runtime MODE changes ...

Read MODE rounding fields from the declared initial mode. Accept only
constant writes that preserve it; diagnose unsupported runtime changes.
Document the supported contract and add decoder-to-recompiler regressions.
