Yunus Shaikh 619257798a refactor(libSceSystemService): share the console language setting ...

SystemServiceConsoleLanguage in SystemService.hpp reads ANYPS5_LANGUAGE
with the same default, range and error as sceSystemServiceParamGetInt,
which now calls it. Other libraries can pick the console language
without linking libSceSystemService.
