Josip Parlov 295b1c55f4 fix(agc): drop the import-watch environment switches ...

The second queue that settles imports is always created on Windows, and a device without one keeps
the comparisons. The other-family settle path is tested through the recorder test device built
with its settle queue on another family (agc_import_watch_other_family) instead of
APS5_SETTLE_OTHER_FAMILY.
