DariusHQ b4a59e34c4 feat(libkernel): export _ioctl ...

Stremio Plus (PPSA74126) stops at start-up on _ioctl, which its statically
linked tc* functions call. FreeBSD's _ioctl is the same system call as
ioctl, so it forwards to ioctl.
