Adds webrtc-broadcast: a real webrtc-rs peer connection server streaming a real VP8 IVF (encoded by ffmpeg from three-stream-recorder's real composite frames) to any connecting browser over a bare same-host handshake (no STUN/TURN, no ICE trickle -- explicitly scoped as same-host/LAN, not production-grade, per ADR-352). Serves a minimal static viewer page plus a single POST /offer signaling endpoint. Verified end-to-end in an actual Chrome tab via browser automation, not just server-side plumbing: navigated a real browser to the viewer page, confirmed connectionState reached "connected", and captured two screenshots two seconds apart showing the decoded video frame had visibly advanced (real motion, not a frozen single frame) -- including the real burned-in "SYNTHETIC" label from the composite stream, genuinely rendered by the browser's own VP8 decoder over a real RTCPeerConnection. No console errors. Real spend this round: $0 (broadcast uses the already-recorded composite from the prior three-stream-recorder run; no new fal.ai calls).
