The reporter already has a build calling itself 1.21.1. Sending him a
second one that logs differently under the same version would put us back
where the last two rounds were spent — unable to tell from a log which
build wrote it.

The installer's staleness guard does not cover this: it compares the
packaged binary's version against MyAppVersion, which catches a stale exe
but not a same-version rebuild.
