James Stringer 9ccaa5d629 Implement Windows guest accessibility collector in C ...

Replace the C++ collector with a C17 implementation using the existing
accessibility protocol and VM viewer bridge. Separate UI Automation
capture/actions, event handling, and Windows JSON serialization.

Translate native control patterns and text/table relationships generically,
preserve element identity across snapshots, and align request deadlines
and refresh scheduling with the macOS collector.
