The generated release notes still told a dark-screen user that the UI had
latched SAFE-MODE after three failed boots -- removed in b2c651b. Say what is
actually true: ssh and Mainsail run from their own services, there is no
automatic fallback, and MOD_UI=0 is how you boot headless on purpose.

Also written down: the ROOT_PW_HASH secret is unset deliberately, so no two
printers flashing the same public release share a password.
