earthonion 570dff6079 ci: install versioned clang-18/llvm-18/lld-18 for SDK wrappers ...

Previous commit removed llvm/clang/lld entirely because I'd misread
the SDK as self-contained — but bin/clang & friends are thin wrappers
that delegate to host LLVM via prospero-llvm-config, which probes
PATH for llvm-config-15..21. Without LLVM on the host, the wrapper
fails with '/llvm-clang: No such file or directory'.

The original apt names llvm/clang/lld are meta-packages that aren't
in catthehacker/ubuntu:act-latest's default sources, but the versioned
clang-18/llvm-18/lld-18 are. Switching to those.
