pass --keep-build-dependencies through to file pruning so explicitly
listed build dependencies are preserved too

binary dependencies and run upstream hooks, and drop all the machinery

...
fixes applying this patch on windows, otherwise it fails with:

error: gsutil.py: patch does not apply
I assume it breaks due to some LF/CRLF conflict, which is why this flag
is already used for the gclient patch above.

utils/clone: clone latest depot_tools instead of relying on DEPS ( #1387 )

this is a fix for an outdated depot_tools version in DEPS in the current
chromium tag. it fixes the android orderfiles error caused by
https://crrev.com/c/7683270 , which breaks builds that use cloning.
generally speaking, this is *probably* a bad idea, but i refuse to pin a
specific commit and then update it every time google breaks DEPS.

devutils, utils: implement i18n pipeline ( #1265 )

rough sketch of the pipeline:
- generic + platform patches -> `devutils/i18n generate` ->
`i18n/source.gen.json` ("source of truth" for translations)
- `i18n/source.gen.json` -> `devutils/i18n translate` -> machine
translations generated into `i18n/translations/{lang}.json`
- those should be reviewed and fixed up by representative community
members that actually speak the corresponding language
- `i18n/source.gen.json` + `i18n/translations/*` -> `utils/i18n_apply`
-> fingerprints source strings and applies translations into XTB files
