Hexwell 643708f490 fix(shellui): install stock PkgInstaller path-id rows via AppInstUtil ...

List items use the .pkg absolute path as Id with an empty Value, so the
empty-Value early-out never started install. Detect those rows and call
sceAppInstUtilInstallByPackage directly.
