Wenxi 81bba4a299 fix(opal): keep dropdowns within available viewport space (#16269) ...

## Description

Association pickers can open above a modal and clip their search field
or options. Cap dropdown height to Floating UI’s available space and
keep the search field visible while options scroll.

## How Has This Been Tested?

Dropdown component suite: 33 tests passed. Chromium regression tests
cover 320px and 600px viewports, above-trigger placement, scrolling to
the last option, and a visible search field. Type, lint, and formatting
checks passed.
