* fix(release-bot): disable thinking for synthesis agents

The release-reviewer runs with thinking effort high and maxTokens 3500. Its reasoning consumed the whole output budget (two attempts at ~3500 reasoning tokens each, empty text both times), so it never emitted the JSON releaseReviewSchema requires and structured-output validation failed after retry, failing the release closed. Disable extended thinking for the two synthesis agents (planner and reviewer) so they emit structured output directly. The two evidence agents keep high-effort thinking.

* chore: remove maintainer issue-to-PR automation

Removes the maintainer-bot, maintainer-host, maintainer-runtime, and
maintainer-harness-canary workspaces, their GitHub Actions workflows, and
their documentation. This issue-to-Draft-PR automation is removed in favor
of a local maintainer workflow.
