The publisher polled the registry 9 times 10 seconds apart after each npm publish. That window failed core v1.21.0, create-oma-app v0.8.7, and core v1.21.1: npm's own publish timestamp for each landed 46 seconds to nearly 4 minutes after polling stopped, so the job exited with the version already on npm while the tag and GitHub Release were never created. The v1.21.1 run also left create-oma-app 0.8.8 unpublished. Poll 48 times instead, eight minutes per package, which keeps all three packages inside the publish job's 30-minute limit. Tests cover a five-minute lag that now resolves and a version that never resolves, which still fails before tagging or creating the release.
