Subject: [PATCH] fix: Get started on a fresh install does nothing (#32800)

On a fresh install the sign-up form was laid invisibly over the welcome screen and caught every click, so Get started never opened the admin account form. The sign-in page now waits until the welcome screen is dismissed before it shows.
