A 1/4 proxy averages away the specks the filter exists to remove, so the preview showed an untouched image, at a scale that upscaled back to blocky — while `radius` stayed in document pixels and covered k times the area it covers in the result. OK always applied at full resolution, so only the interactive feedback lied; add the filter to FULL_RESOLUTION_PREVIEW and place its regression test on that path.
