CloakHQ 3c7f1ac843 fix(license): surface license exits on Puppeteer and .NET launch failures (#584) ...

Puppeteer reports a failed launch as 'Code: N' and .NET Playwright carries
no exit code at all, so an over-cap launch surfaced as a raw crash instead
of CloakBrowserLicenseError. Match Puppeteer's real wording and fall back
to the launch's denial file in the launch catch.
