Mihawk fa9291d57d Fix WebUI scaling and add global and per-core settings ...

Keep the purple dashboard at a stable desktop scale and expose searchable global configuration, saved core options, and core overrides. Apply pending core edits once on startup and preserve later native changes.

Validation: all five project gates pass (93 tests), browser regression suite passes at desktop and mobile sizes, and three native PS5 runs verify persistence, isolation, stale-save rejection, and normal shutdown. Evidence: evidence/webui-settings/. Reproduce project gates with bash tools/verify.sh.
