fix(firmware): pin led_strip to 3.0.x; 3.1.0 breaks ESP-IDF 5.4 builds

led_strip 3.1.0~1 calls rmt_tx_switch_gpio (IDF >= 5.5 API), which is
undeclared on ESP-IDF 5.4 (src/led_strip_rmt_dev.c:189), so every
clean-checkout firmware build fails. Constrain to ~3.0.3.
