reveler-hub 7f76a2ec6a Add CWA (Taiwan) as a weather forecast source closes #1003

Adds Central Weather Administration as a new per-country WeatherSource,
following the AEMET/IPMA pattern: user-supplied API key, two-level
location resolution (nationwide county lookup, then per-county township
lookup) cached via the existing LocationKeysDao as a composite string,
and generic AppException handling for missing/rejected keys.
