Evan LohnandClaude Opus 5.5 ee4c0d89df fix(web): re-run checks in the OneDrive e2e after a scope change ...

Why: checks no longer re-run when the form changes, so Create stays
held after the certificate spec adds a Specific-scope user. The spec
relied on the old auto-run and timed out on a disabled Create.

What:
- Add rerunConnectorChecks to the e2e checks utils. The OneDrive spec
  clicks Re-run Checks after it changes the scope.
- Add a CredentialChecksCard test: a field change after a run shows
  "Settings changed" and starts no run until Re-run Checks.
