Maksim Bolgov a08fc79fcf icm20948: Select bank 0 before reading WHO_AM_I

The selected register bank survives an mcu restart. A chip left in
bank 2 returned GYRO_SMPLRT_DIV instead of WHO_AM_I and failed the id
check until a power cycle.
